Tadbeer is the official MOHRE-regulated brand for licensed domestic worker service centres in the UAE. Established by the UAE Ministry of Human Resources and Emiratisation (MOHRE) in 2017 under Ministerial Decree No. 36 of 2017, the Tadbeer model brought all household domestic worker placements under a single regulatory framework: licensed centres, standardised contracts, mandatory worker warranties, and a clear dispute-resolution channel through MOHRE.

As of 2026, there are 240+ licensed Tadbeer centres across all seven emirates. Each centre operates as the official employer of the workers it places, which means the worker is contracted to Tadbeer (not to your household), and Tadbeer handles all visa, salary, insurance, and replacement obligations. You pay a service fee plus the monthly salary, and Tadbeer handles everything else.

    Verify the centre's MOHRE license. Only the 240+ approved centres can legally place domestic workers.

    Tadbeer centre takes your Emirates ID, family size, residence type, and worker preferences (nationality, age, language).

How to verify a Tadbeer centre is genuinely licensed

Unlicensed centres operating under the Tadbeer name still exist and are usually shut down by MOHRE within 12–18 months. Don't become a casualty. Always verify before paying.

Common questions & dispute scenarios

What if the worker leaves within the 6-month warranty?
Under MOHRE Ministerial Decree on domestic workers, the Tadbeer centre is required to either provide a free replacement worker or refund the service fee in full. File a complaint via MOHRE's official hotline (800-60) or the MOHRE app if the centre refuses.
Can I cancel the contract after the worker arrives?
Yes, but the Tadbeer service fee is generally non-refundable after the worker enters the UAE. You may still cancel the worker's residency through the centre — they handle the exit visa and cancellation paperwork. Salary is paid pro-rata up to the cancellation date.
What if the centre's fees exceed what's listed?
Tadbeer centres must display fees publicly. Any charge above the displayed schedule requires a written invoice. If you suspect overcharging, request the official MOHRE fee schedule from the centre or file a complaint at MOHRE.
What's the difference between Tadbeer and a regular recruitment agency?
Tadbeer is the MOHRE-regulated brand for licensed domestic-worker service centres. Standalone recruitment agencies (not under the Tadbeer brand) are typically restricted to recruiting workers for businesses, not households. For household workers, you must use a Tadbeer centre.
Can I sponsor a worker directly without going through Tadbeer?
No — since 2017 MOHRE has required all new household worker placements to go through a licensed Tadbeer centre. Direct sponsorship is only available to government employees in specific cases (military, diplomatic, etc.).
What if the worker absconds?
Report immediately to MOHRE and the police. Tadbeer centres are responsible for legal follow-up under their service contract. Under the 6-month warranty, you are entitled to a free replacement.
Are part-time / hourly domestic workers available through Tadbeer?
Yes. Many Tadbeer centres now offer 'on-demand' or 'hourly' service packages where the worker remains the centre's employee and is dispatched to your home for cleaning, childcare, or elderly care sessions.
